| Position: Officer, M&E Division/Department: Country OfficeLocation: La Paz, BoliviaReporting Relationship: Partnership Portfolio Manager SUMMARY: The post holder will provide technical assistance in coordinating and supporting quality program management with partners. He/she supports the capacity building of partner organizations in all phases of program management. Contributes to grant acquisition and post award process when needed and is responsible for the Country Office's (CO) Monitoring and Evaluation (M&E) implementation. Elaborates technical reports and provides administrative and technical support within the partnership cycle.
DUTIES/RESPONSIBILITIES
- Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.
- Provides technical assistance of all activities in the roll- out and implementation of programs ensuring adequate alignment and effective implementation with partner organizations.
- Supports the development and improvements of program strategies based on TOCs (Theories of Change).
- Assures that the appropriate program management criteria and standards are adhered to by partners and the Country Office.
- Supports community child centered planning efforts.
- Supports the management of partnership portfolio to ensure the proper implementation of programs and projects.
- Responsible for the M&E system and processes of the Country Office.
- Coordinates and provides technical assistance to partners.
- Provide on-site visits to monitor progress, assess program effectiveness and recommend program/project modifications.
- Supports the elaboration of technical reports (Grants, NSP (Non-Sponsorship Projects) and others), reviews, gives feedback, and adjusts compliance and program performance standards reports.
- Supports the development of concept papers and/or project proposals for resource mobilization purposes as well as post award processes.
- Support partners’ performance evaluation and organizational capacity assessment processes.
- Supports the annual planning process, ensuring partners submit proposals aligned with the Country Office guidelines and providing inputs for the approval
- Other duties as assigned.
REQUIREMENTS
- 5 years’ professional experience
- Computer proficiency in general office software applications, particularly Power Bi and advanced Excel. Previous experience and knowledge in the platforms CommCare and DHIS2 will be considered a plus.
- Experience in proposal development for a wide range of donors
- Proven knowledge and experience in big data and data analysis.
- High competencies in project management including design, implementation, evaluation, and learning
- High decision making, complex problem solving
- Understanding of use of digital tools to increase impact and reach in development programs
- Outstanding written and oral communication skills in Spanish
- Professional working level of English is required
- Must be able to travel to program locations and abroad
